NO$GBA (or "No-cash GBA") is a Gameboy Advance emulator and debugger available for DOS and Windows.
Version 2.4b has near-complete DS Emulation, as well as 100% GBA emulation (including e-Reader emulation).

Overview
NO$GBA is available in two versions: a free version aimed at gamers and a commercial developer version with an extensive debugger and code profiler.
It can also use and dump the GBA and NDS BIOS using an Xboo cable.
DS BIOS has info on dumping the DS BIOS files for use with NO$GBA.
